I agree a consumption tax sounds sensible but I think that it would also be regressive. Let's look at what would happen: if I was rich, I'd buy it out of the country (planes, recreation, homes, etc.) It all ends up being a game. And any plan that causes the ruling class to pay more, will be defeated.
