When you have a bunch of rich guys controlling the salaries of other rich guys, it's not surprising. They probably realize that if they based "compensation" on merit, their own bread-n-butter would disappear as well.

Remind you of any organization on this planet? Think inside the Beltway, i.e. the very people who would pass laws prohibiting it, if it's even possible.

I'm not sure what you want the SEC to do. Even if they reformed the way stock options are handled, the guys up top will still find ways to make shareholders pay for their lives of luxury.

Oh, and I'm not sure which word in your post could have a capital C. Change? Confidence? Corporate?
