Don't worry about it. It will be part of the lid on spending. Just like the 5billion that never made it to first responders and the unfunded Kennedy/Bush education bill.

THis is just fluff.

After the supporting words toward the people of Africa suffering under the aids epidemic, I would have preferred he said something like "I am asking Americans tonight to support a new fund to help the people of Africa called 'American hope' and join My Wife Laura and I who have just donated 100 thousand dollars toward the cause".

The federal government can do some things to help, but throwing hard earned tax-payer dollars at such a complex problem in Africa, will probably do less than a well run private charity could do.

>>$15 billion for African AIDS<<

When former Secretary of the Treasury O'Neill took that tour of Africa with Bono, lead singer for U2, one of the things he came back saying is that giving money to African governments is -- well he didn't say this exactly but I don't think he'd disagree -- pissing in the wind. It goes directly to Swiss bank accounts and Range Rovers, etc.

After they fired O'Neill I was afraid nothing would happen about this. My bet is that it dovetails very nicely into his Faith Based Initiative. He's giving the Democrats a choice they're going to find very hard to refuse.

Who else is actually taking care of AIDS patients in Africa? You know as well as I do that it's missionaries and other charitable organizations.

Edit: OK, that was totally off the top of my head. Just did a google search - african aids faith based initiative - and I think I was right. Imagine my surprise.
