I kinda feel the same way. But Africa is a place where terrorists may set up camp. This program is a very visible conduit of mercy and good will. And it is 15 million over 10 years I think. It may be a very good investment.

As a US program, the administration of such resources can provide informative access and help a lot of people. This could not be the case in private charity.
