The UN charter, signed before the end of World War II, reflected the cooperation then in effect between England, Russia, France, China, and the United States (and other countries) in defeating the aggressions of Germany and Japan.

Some people in the United States continue to believe that we won World War II mainly by ourselves.

In any case, ever since then, United States foreign policy has worked better when it took into account, and enlisted the support, of the United Nations. Many people in the world view the United Nations as the tool of the United States and resent its being headquartered in this country.
