Paul,

The Editor of the Wall Street Journal mentioned (both in print and in a TV interview) that the dividend limits/restrictions were extremely probable, if not a given. Although I am no expert in politics, I tend to place a lot of faith in the Wall Street Journal. It is an extremely conservative newspaper and hence has no motivation to undercut Bush's proposal except for being as realistic and truthful as possible.

Also, when I see scores of articles on the impact of the "impending" dividend tax cut (even whether people should even be investing in 401Ks anymore!) my contrarian tendencies start to kick in.

Let's see what happens.
