Effectively, we can do little more here right now today to stop these maniacs than the Iraqi's can do to stop their maniac. Only difference is we can protest and live to tell about it. But just the same, it won't stop the maniac from starting his war.

Sorry, but didn't we have a treaty with Saddam to allow inspections?

What would you and the world have said if we attacked Afghanistan pre-9/11?

These issues are hardly cut and dried. International law does allow for protection from clear dangers. Obviously, that is subject to interpretation.
