Those are the counties don't want to be on the way of what the US is trying hard to do yet due to their ties with the US government for many years. But obviously they are not naive and can not see what's going on. They know clearly when they signed the letter they did not had majority people backing at home. They have already seen France and Germany are leading the way against the war along with Russia and China and all the other counties in the world.
Those 8 European governments may their change mind any time later.

Speaking of France, do you know if it gets UN Security Council resolutions before putting troops into West African nations like the Ivory Coast and numerous others? Or before blowing up environmentalists ships?
