I think that's not quite the right question. I would ask something similar, "would Bush go to the lengths he has gone to unless he was determined to go further unless Saddam backed down?" I think not.

The question you are asking, I think, is whether Bush is bluffing. My answer is no.

Someone said last year that Bush and Saddam are playing chicken, but Saddam has torn off his steering wheel. My reply is that Bush has torn off his steering wheel, too, but he's driving a tank.

Either Saddam backs down or Saddam gets crushed. There are no other options.
