Having fun with the bolding all caps html command, Bill? Calm down. If you go back and check the text that you so carefully copied at the top of this message, I, about as clearly as my fingers can do the trick, typed the " . . growing perception that we are an outlaw nation. . . . " If you have not heard those words coming from all over Europe in the past few weeks, then we are living in different news zones. It is a perception and it is growing. Part of the new "facts" of international diplomacy.
