I really don't get this assertion. Iraq couldn't even beat Iran when they were at full strength.

Since then they've been decimated by the gulf war and sanctions.

Israel is the Superpower in the region. All the Arab countries combined couldn't beat Israel, let alone Iraq by all its pitiful self.
