Germany couldn't have beat Poland or Czechoslaovkia in 1935. Saddam is working hard to change his situation, remember? The facts that Israel is in the region and Iran a neighbor simply gives him more incentive.

Eggsactly -- Iraq's industrial infrastructure is decimated. The no-fly zones have sourced bombings for 10 years throughout the region. They are a ridiculous "enemy". Junior Bush had to resort to "electric drill" pornographic torture descriptions to try to prompt blood-lust to justify killing more thousands. Another clue to the Bush ridiculousness - Israel have proven they can take out reactors and threatening sites, once discovered, and they usually have better intel than the inspectors. In any case, Israel can leave all the Arab capitals in smoking ruins in a day, as everyone in the region is aware. But Israel and American policymakers would prefer the US do that.
