This is silly. Germany was building up while the rest of the world was building down after WWI. Who's building down now? Israel? America? Unfettered, at full strength, with American help, Iraq couldn't beat Iran and was never a challenge to Israel. Now with no fly zones to its north and south, with regular bombings, with a decimated country and military, with crippling sanctions and no ability to sell oil to buy weapons you think Iraq can pose a Germany like threat to its neighbors?
