If you adjust your spending level for when you paid off your car and just got a raise, do you really think things will balance when you get a pay cut and have to buy a new car? Cutting the taxes made the state recession vulnerable. Destabilizing the utilities cost the state and the tax payers.

Most people plan for income swings ... I do. You probably do too. I expect my state to do so as well. Show me the swollen state budget that caused this? You can't. It was due to recession and not Davis. The current recession is Bush's fault? I don't believe executives can control economies, but they can establish revenue stable planning.
