Since Fouda's report shows the 911 masterminds clearly to be based in Pakistan, I assume that we will immediately divert our planned Iraq invasion to Pakistan? ...on the grounds that this proves Iraq harmless? Care to explain your reasoning?

Were it evident that Pakistan's government were doing nothing to apprehend these people, or to oppose Islamic militancy, I would certainly opine that a much more "assertive" US foreign policy towards them would be warranted. As it stands now, Musharraf is doing what he can (IMO) to deal with Al-Qaeda operatives working in that country. And we always have the option of leveraging our relationship with India to insure Pakistan's cooperation. Hawk
