If there are sleeper cells with the ability to make attacks, then they will make those attacks. Whether Iraq is attacked will not make any difference. Iraq is not a fundamentalist country and bin Laden does not enjoy popular support there. In fact a US led invasion of Iraq will lead to pro American feelings amongst the populations in Iraq. These feelings are likey to quickly spread thru family ties to Jordan and possibly Kuwait.

The leadership of the neighboring countries, along with Russia, are dead against an attack on Iraq, because it will bring the price of oil down in the medium to long term. They don't want the competition and would rather see Iraq isolated and its people suffering.
