cosmic, re:The French are much further north (less light at incident angles), they've got more average cloud cover and they want to be independent from other sources of control Sounds like Seattle to me, including the wine. All of these alternative solutions work in certain instances/locations, but Coal/Oil fired powered plants work just about anywhere. Their Nuclear program and facilities are getting long in the tooth, they will need to do some modernization soon or face a high probability of an accident.
