Glancing at the chart, slight Dec decreases in chip sales seem to be the rule. [Remember these are 3 month averages]

sheesh that poll doesn't seem to be jiving with the financials tech companies are putting out. Is it a time delay or sampling error or what I wonder. "IT spending never slowed down" or "already picked up" account for 32.1% of total respondents.
