There is also a question of recoupment. The U.S. suffered a financial setback after 911 with bail out packages for the airlines and other industries. Citizens lost jobs and tax revenue decreased. The terrorists are nebulous whereas Sadam has real assets that can be seized. It is much more profitable to be cooing venom than whispering sweet nothings to Sadam.

"But he has pretty good security. Its hard to get an assassin very well placed to take out Saddam." I doubt that.

"Also even if you take him out the next person might not be better." That was what they thought last time. So why bother now?
