they're trying to protect economic interests of both the US and regional trading partners. they wanted iran and iraq to maintain their existing borders, lest it upset the balance in the middle east. shah was the US's puppet to offset the muslim arabs. saddam was a soviet puppet. the US did just enough to keep neither from 'cleansing' the other. maybe, it would've been different if the soviets weren't bogged down in afghanistan against US-supported mujahedeen. believe china supported iran and the mujahedeen.
