If preemptive means you get them before they get you or you get them so they can't get you or you get them cuz you know they are going to get you then I think it has been done many times throughout history.

Thanks, I am glad that you found it interesting, and I assume that my summation makes it unnecessary to address all points raised along the way. People often try to ignore dilemmas, and pretend there is a way out of the bind. Bush has guts, which means that he is capable of facing the real choices presented to him, lucidly and without flinching. That is leadership........
