Well I suppose it would depend on what preemptive strike means. If it is for the purpose of weakening your enemy then don't you think that that was what Japan was trying to do? I can't think of another reason why Japan would strike first?

It would be interesting to hear what others think a preemptive strike means, could it be considered self defense?

I consider Pearl to be exactly that, Hawk. The goal was to hit and wipe out the Pacific Fleet, thereby forcing us back to San Diego. If they had got the Carriers, we would have retreated. They sunk the rest of the Fleet.
