As always, there's room for confjecture. Here's some.

I'm a bit concerned this new elevated terror alert is part of a more grandiose hawk strategy.

Clearly, based on the response of 13 of 14 Security Council members following Powell's presentation, that Powell's presentation was more for an American audience than for a worldwide audience. Why? Immediately following his presentation they all called for a policy of continued UN inspections and containment, and only Britain put forward a pretense for war.

OK, so now the Powell has spoken--with Bush's mighty followup the next day, standing next to him--American fence-sitters become a bit more concerned. The next day, today, we now find the Homeland Security meter has risen to a status of High. Indeed, if it goes to Severe we'll pretty much all be wrapped in.

Meanwhile, there's now in motion Britain putting forward a second UN resolution which, unlike the previous Resolution 1441--and contary to the assertion of hawks who believe Bush already has a greenlight to bomb on the basis of the wording of 1441--will include a specific call for force.

Contrary to many of America's talking head media pundits who keep chiming in the French will eventually "come on board" because they'll want to share in the spoils of war, the French and the Germans, perhaps most of nations of the world, just might continue to press for a peaceful solution and a second UN resolution calling for force might not succeed.

So in the backdrop of appearing to seek a second resolution in order to look good, and with the American people already fired up due to Powell getting 'em on board, and with the Terrorist Alert media fettering around High to Severe, all that would be needed is an incident somewhere along the Iraq-Kuwait border--a plane shot down, or something.

As the stage is set, Bush now has a primetime opportunity for America to claim it can't wait for a second UN resolution, to claim its forces were attacked by Iraq and that America urgently needs to begin the war, this after Blix and El Baradei leave Iraq. Who knows, maybe the Blix-El Baradei visit isn't what it's publicly made out to be, that actually this visit will enable them to tip the over UN inspection team that it's time to get out of Dodge.

Unfortunately, the Gulf of Tompkin, Watergate, Iran-Contra and present day lies and distortions on the part of the present Bush Administration give little reason to trust. And, sadly, we should all brace for the worse to happen.
