I don't think he had the stuff to do it at that time.

The man is a NUT, I wish he would funnel his energy, wealth and technology into doing something positive for his country, but those middle eastern countries have been at war for 2,000 years, I don't see them ever stopping.

Who knows what goes thru the mind of a madman? Perhaps Saddam, who loves his ass more than anything else in the world, didn't want to cross a certain line, which could have led to his own destruction?

Perhaps Saddam's weapon system weren't quite ready.
