If it was easy to "stop people in and out", then Israel would have been able to stop all suicide bombings by now. Plus, Israel has placed many Jewish settlements in the Gaza Strip, which the Likud government has no intention of abandoning.

There is another reason. For centuries, Jews were restricted to walled settlements, during the Diaspora. They have a visceral hatred of the Idea of Ghetto. A Wall around Gaza, and another Wall around the West Bank, effectively makes all Israel into one big Ghetto. Israelis have resisted this idea. That's why so many Jewish settlements, even the most vulnerable ones in the Occupied Territories, have no walls around them, even though this is an obvious security need.
