Agreed. They have already firmly committed themselves to an alternate ideology. It'd be futile. The HeartsAndMinds campaign has to be aimed at the vast mass of Muslims.

True. Yet, in spite of all that killing, all that systematic repression and violence by various Muslim governments for decades, there are just as many "Muslim Brotherhood types" now, as there ever have been. Infiltrate and destroy one group, and another pops up. Clean them out of one country, and they move to another, and you have to start the whole process again. In many ways, the process looks a lot like the endless, and endlessly futile, War On Drugs.

We will win the War On Drugs, when we end the demand for drugs in our own country. Hunting down the pushers and drug-makers has never worked. We will win the War On Terrorism, when we satisfy the grievences of the Arab Street. Hunting down the terrorists (the purely military solution) will never work.
