I already answered that: it's politically easier to hand out appropriations and spending favors than it is to cut wasteful spending and run a balanced budget.

Easier to 'eat your desert first, instead of the vegetables'.

So far, for every $1 approved in tax cuts, Bush has proposed $10 in higher spending.

The growth rate in spending so far under Bush is three times what it was under Clinton.

Soon he will pass LBJ as our most profligate President in modern times.
