They were not even quasi- democratic as we are. But no matter, the palace essential ran the Empire in its last 500 years.

I would be curious about the specifics and sources of your assertion that subsidies hit an all time high.

The Eastern Empire had problems with its borders too, but lasted another 900 years past the fall of the Western Empire.......
