Wrong.

One needs to know:

1) the effective tax rate (actual rate paid, accounts for use of loopholes and tax shelters).

and, 2) on what share of national income (or wealth... depends on whether you are taxing 'income' or 'wealth') it is levied.

If - for example - one imaginary individual had 50% of all income in the country, and paid 50% of all taxes... than that effective rate could be considered neither higher nor lower than the effective rate paid by the earners of the other 50% of national income... by definition.
