I think the UN system works. It gets bogged down however when the most powerful nation on earth treats it like a small town planning board beholden to the big money developer, i.e., the US. Don't you think the US uses the UN when it is to its advantage and doesn't when it's not? Perhaps if the US better behaved in the UN, the UN would be to the better. Right now, it appears the UN wants peace and the US wants war, much as it did when it vetoed the UN Resolution condemning Iraq's invastion of Iran. Should we blame that US vetoe on the French?
