I am taking it as a given the 15 countries in the UN security council's finding that there is a serious problem in IRAQ

It is very easy for IRAQ to respond: yes we are cool, or not,
there are subsidiary issues, such as the IRAQ people want to get rid of Saddam, and if that happens, that is ok

the main possible threat, in my mind, is that given the first punch on 9/11, the second punch could be an attack on the Suez canal, which would cripple the world's economy
or it could be something else

I don't have to guess, nor should anyone else

the WORLD wants Saddam to come clean

either he does or he doesn't
