Remember, it was the Bush Administration that rejoiced in the 1441 that had "unanimous, total support" of the Security Council.

Maybe the SC and Powell knew they were putting in an escape clause and the Administration failed to notice it and to balk.
Or maybe Powell didn't know there was parachute.

Whatever, the Administration is where it is.

It is hard to invade a country and drop bombs of AWE because Hans BLix (Clarence the Angel) handed in a iffy conduct report. I think the world wants to give Iraq a chance to bring its grade up before the USA "unleashes hell".
