I was referring to the German build up vis-a-vis violation of the Treaty of Versailles. Saddam never "kicked them [the Inspectors] out". That is just inaccurate. The U.N. withdrew them in protest which opened the door for international military action against Iraq. That was through an international process. The difference between civilized law and lynch mobs is that the former uses a process and the latter shoots from the hip, which is unfortunately very close to what Bush and Co. seem to be doing now.
