Saddam is displaced and his troops rounded up by General Franks. The country will be under his jurisdiction or his sucessor until a satisfactory civilian authority is established. UN may assist. 2. Food , water and other supplies are already stockpiled in adjacent countries for distribution to civilians. The UN or others will be asked to participate in whatever way they chose,and keep the supplies coming until food resources return to nomal .Our military will handle the distribution assisted by any UN participants 3. If chemicals were used against us, the military prisoners will be queried as to which superiors commanded their use. Those who did will be separated and tried as war criminals under the rules of the Geneva Convention 4. Political leaders of the Shites, Kurds, and Muslims will be assembled or brought together on disussions as to how they will be represented in a new government, whether territorial borders will be established, etc The UN may volunteer to help with the task , and may get turned down, 5. While this is going on, civilians will be supported and encouraged, given money or loans if needed , so they can return to their normal occupations as soon as they can. Seeds provided to farmers. 6. Workers will move in to the oil fields to either put out the fires or rebuild the wells and plants so that a revenue stream is established to support the new economy and back the bank loans to the civilians. There are plenty of countries ready and willing to volunteer to to update those oil fields. Their trucks will be sitting right on the borders. But its not known what shape Saddam will leave them in so plans cannot be made beforehand. 7. Reestablishing power, water, telephone, bridges, transportation,utilities will take a major effort especially if the war drags on and requires their complete destruction. The Corp of Engineers can provide temporary bridges until damaged ones are rebuilt. It will be one whale of a construction job, and participants will be well rewarded. The older civilians will understand it as they once had a much more modern? or desirable society, and would welcome it back. 8. Get a list of all the people involved in their WMD projects ( that will be easy as soon as we can talk to the scientists - the ones still alive ). Locate and destroy the WMD components and facilities. What kind of planning are you looking for that can be answered.? Political -cannot be answered - its mostly what the Iraqis feel they can jointly live with . An accepted authority in charge to set up an election system monitored by General Franks until the system shows it can work. Recovery period. ? 6 months to get people settled and back to work . Start some rebuild projects which will take up to two years. Crop production - 6 months if Saddam does not contaminate the soil or rivers. Military withdrawal ?
