Given the CIAs record, they probably get Tony Blair. :-)

Seems that while they are internationally banned the US never got around to getting rid of them.

My answer to that, and I'm certainly no expert, would be that disclosing the locations of the weapons that we know about would be like a death sentence to the souls who made it known to us. To me, it's a matter of honor.

if the Americans know where the hell the secret weapons are, why don't they just tell the inspectors.

As a side note, I read an article the other day about Bush's budget. Burried deep inside is a request for $ to destroy the US arsenal of... Chemical Weapons.

Did the US ever sign and ratify this ban?

I don't think it did.

Also the process would take time and money, thus the need for a budget item to destroy these weapons.
