You don't know that. I don't know that. Bush doesn't even know that. One doesn't go to war based on speculation alone. If you say it's not speculation? Then I ask: Where's the beef? Where's the smoking gun? All the more reason why policy makers, especially American ones, should try to find a more comprehensive approach to foreign policy and deal with the real issues at hand, the issues, for example, which breed terrorism.
