If I lived in an orchard, I'd pick the low hanging fruit first. You do want the world to be less pissed at us, right? That is the definition of "enlightened self-interest".

I'd not bonsai the trees to get a few really beautiful apples of remarkable size. The bounty for humanity is in the average standard of living people have in their home countries. You tired of illegal aliens? Make "back home" more appealing. Can you show me any country in which the U.S. has interceded with a substantial military presence and whose standard of living improved during, or immediately after said occupation/action? West Germany and Japan might be good examples, but they share a common culture or a desire to embrace ours. Japan was already highly Westernized before WWII

Show me one where they had a fundamentally different value system, no desire to embrace ours and it went well.

If there is a good example, we should figure out what went well and repeat it. Seems like keeping people's kids from dying is about as good as PR gets, and that's if you are just cynical. Maybe being able to vote is a lot more satisfying and reinforces your sense of control when you when you haven't been at a funeral recently.
