This would never work in the People's Republic of California. Folks here expect social programs to take care of them so they do not need to save, invest, or buy annutity policies. These folks are called the "less fortunate".

Of course if someone does save and invest, they are considered the "greedy rich" and are expected to give to the "less fortunate".
