In Japan there are no major problems sending images within the network of one carrier. Of course, there are always issues of differing screen sizes of different cameras. Sending images between phones of different service providers is largely impossible on the standard service - however it creates a huge business opportunity for value-added services!

So I think the issue is not so much to call on carriers to improve the the compatibility of their networks - after all they are competing, and may use such differentiation as a competitive factor. A better way to look at this issue is as a huge business opportunity for people offering cross-network and cross-handset-model image conversion services. At least that's how it works in Japan.
