The threat is that Hussein's excessive production of weapons of mass destruction program will support terrorist organizations by providing weapons to them. In turn, they have the potential to be deployed anywhere at any time.

What or who in your opinion prove to be larger threats or larger supporters of terrorism?

I also think that you are forgetting the UN resolutions that Hussein has routinely broken since 1991.

all of the countries that support terrorism more than Iraq do not have biological weapons in their arsenal and / or so willing to use WMD - that makes a lot of difference
