Yup. As you can see from that piece, the thought processes that govern our nuclear policy are really old-think and somewhat bizarre in the current environment. And yet there isn't much good creative thinking about how to handle things instead. Some of the best that I've seen uses the Nunn-Lugar-type programs (designed to oversee the dismantling and proper management of the former Soviet arsenals) as a guide, and starts from the notion of "cooperative threat reduction." But it's not the kind of thing that the Bushies would be much interested in.

that mission statement is accurate but not the whole story, btw--CDI is quite predictably dovish on security issues, nuclear and otherwise. Doesn't mean they aren't smart or sometimes right or that their facts can't be trusted, but let's just say that as with some right-wing thinktanks, I always know what their punchline is going to be on any given issue even without reading their stuff...
