That's not dismissing their POV, it's saying I have a right to decide how long I will let them try to solve it their way.

I see your point but I disagree. If the little old lady most affected or even the rest of the equally (to you) affected are in agreement that smashing the radio will most likely exacerbate the problem--maybe he'll start poisoning neighborhood pets--then I don't think you have a right to take unilateral action and subject them to that risk. If granny's cat gets poisoned, much of the blame is yours. And your neighbors will hate you for your disparaging attitute towards them and they will likely act less collegially toward you. I think that you need to either work with the neighbors to find some other approach, persuade them that smashing the radio is the best approach or buy earplugs.
