I don't think subjecting yourself to very loud music every night for 12 years is a required in order to avoid being unneighborly.

I agree, if that's all that's at issue, but what if the guy escalates and kills granny's cat? What do you say to her?

Going back to the loud radio in the neighborhood its as if one or two neighbors vetoed the idea of doing anything about it even if there was decent support for the idea.

It is not my impression that there is more than a smidgen of international support for the US attacking Iraq. Do you really think it's just a couple of countries who are vetoing it, "arrogantly dismissing" the will of the rest of the planet?
