Rumsfeld is indeed the TOP BUREAUCRAT. But he is not a General -- do you know why? He is not a General because he lacks the training and experience to be a General. His job is NOT to play at being a General. He does have Generals reporting to him.

Only doctors perform surgery -- but they report to people who are not doctors. Generals are responsible for the battlefield -- not bureaucrats. When bureaucrats forget this, people die. The Generals know this, and that is why they have been raising the alarm about Rumsfeld.
