I just finished reading the Noonan article. Man is she a wonderful writer. I'd been unaware of the urban myths as well as some of this week's terror-related news. What a good way to catch up.
I was struck by this part of the essay:

a key question is whether the peace lovers in their alliance encourage murderous violence by refusing the stop the uncivilized war-bringers in their midst, such as Saddam Hussein

Noonan expressed my own concern very well. I am liberal and love peace, but believe that, given the evidence, Saddam's history, the coming hot weather in Iraq, and Lord only knows what else, it's time to address the situation forcefully.

Noonan has long been one of my favorite writers.

That having been said, I wonder is she is attributing too much to the men and not enough to the times when she draws the contrast of Ike and Nixon's public support of Kennedy with Clinton and Carter's more partisan behavior. I seem to recall that Clinton's foreign policy was (often justly) sniped at from the right just a few years back, and Carter's was criticized at every turn as well.
