I leave that up to the president and the senate. Meanwhile Rumsfeld is not overstepping his authority. He was brought in with the mandate to overhaul the military. That is bound to ruffle feathers, and every organization has politics.

You want to think his job is to push paper, and let the senior military make strategic decisions on their own. It doesn't work that way.
