Here are the details.

In virtually all European countries, more than 80% oppose a unilateral war. In Canada, it is 90%. And In America, only 30% support a unilateral war (though probably less than 70% will oppose it).

All France has to do is veto any new resolution and the US will have a very difficult time going to "war". Let's say that there is a 50% chance that France will veto. And a 50% chance that US will not go to war without a second IN resolution. That's a 25% chance that war will not happen. And I gave 80% credit to the worldwide protests. That works out to be the 20% that I mentioned.
