So we wait till he develops nukes and then occupies someone. I will say we ought to have UN support for moving against Iraq. We should have had it in the case of Bosnia as well. But the UN doesn't work when one of the Sec. Council members doesn't want it to. That's why Powell was so outraged in his recent addresses to the UN. He worked to get a unanimous resolution passed giving Saddam one last chance to comply, he didn't, and the people Powell negotiated the resolution with stabbed him in the back - flatly refusing to enforce what they'd just agreed to.
