Once the troops are deployed in Turkey, and that debacle is ironed out (tomorrow?) ...they will move in at any time .

The UN is irrelevant at this point, imo.

Though they had hoped for an abstaining on the part of China...

I believe the protesters are a part of the reason Saddam wouldn't cooperate, but the other is that he perceived he could get anything past Germany and France and Belgium.
