To be honest it is likely one of the more absurd things I've ever heard of. Somebody watched a few too many episodes of Star Trek I'm afraid.

Whether it is absurd or not depends on what you think the goal is. IMO this is one of several measures to create a national sense of emergency and an atmosphere of war. It is not altogether useless in accomplishing these particular goals..
